ACCOMPLISHMENTS

Business

  • Supported Legislative initiatives our local Wineries introduced into the Arizona Legislature to enhance AZ wine production.
  • Advocated for Cold Room Storage @ Mariposa Port of Entry. Collaborated with Governor Ducey's administration to secure a seven hundred and fifty thousand dollar grant for construction.  Project completed Fall 2022. This project allows for the commercial port of entry to be used year-round.
  • Support Fresh Produce Association to block tomato suspension agreements.
  • Assisted Morley Ave Merchants secure extended hours at Morley Gate.
  • Advocated for installation the wayfinding signage in the Sonoita Elgin area for the local wineries.

Community

  • Advocated for Santa Cruz County to begin Flood Impact Studies on 5 areas in Santa Cruz County that were adversely impacted by the 2011 FIMA remapping, results.
    • Downtown Nogales, Flood Way reduced.
    • Caralampi Canyon Wash, Floodplain reduced to wash boundaries.
    • Kino Springs, Floodplain reduced to wash boundaries.
    • Calabasas Canyon Wash, Floodplain reduced to wash boundaries.
    • Porto Canyon Wash, no action taken on study.
  • Advocated for Sonoita Rodeo & Fairgrounds. The County has met the State of Arizona maximum contribution of $25,000.00 annually to this group every year I have been a Couty Supervisor.
  • Advocated for the County Sonoita Facility to be remodeled to expand library & sheriff office, create a community meeting room & visitor center. Completed Spring 2024.
  • Advocated for the walking trail from Palo Parado Bridge to Rio Rico Drive. Project Completed Fall 2022.
  • Advocated for one million dollars of ARPA funding to be allocated to Santa Cruz County Small Businesses to support them in their recovery from the COVID Pandemic. Program was managed by Chicanos Por la Causa
  • Advocated for five hundred thousand dollars to be allocated to Santa Cruz County Non-Profits to aid them in their recovery from the COVID Pandemic. The program was managed by the Santa Cruz Community Foundation.   
  • Advocated for additional Pickle Ball Courts in Tubac, Completed in 2021.
  • Advocated for New Playground Equipment in all Rio Rico County Parks. Ongoing investment.
  • Supported the EDA Grant for Wine and Tourism and Economic Growth in Sonoita -Elgin area.
  • Supported the EDA Grant Collaboration with Pima County and City of Tucson up to fifty million dollars for Southern Arizona.
  • Food Boxes for Santa Cruz, Cochise, Pima County and the Tohono O'odham and Pascua Yaqui tribes during the COVID Pandemic, Coordinated & Collaborated with the Fresh Produce Association, Southern AZ Community Foodbank, Arizona National Guard 
  • Produce Deliveries to Navajo, White Mountain Apache, and Hopi Nations during the COVID Pandemic. Coordinated and collaborated with the Fresh Produce Association, Southern AZ Community Foodbank, Arizona National Guard to deliver food during the COVID pandemic.
  • NALCAB, National Association for Latino Community Assets Builders, Rural Capacity Building, Housing study.
  • Advocated for the grant from the North American Development Bank for the Nogales Watershed Study, one hundred and eighty thousand dollars. This study helped determine the amount of floodwater affecting downtown Nogales, AZ.
  • Advocated for additional water storage capacity in the County Sonoita Public Works Facility and gave the Sonoita-Elgin fire district 24-hour access to the facility.
  • Advocated for improved playing surfaces in county baseball and softball fields.

Environmental

  • Advocated for the repair of the Nogales Wash-International Outfall Interceptor (IOI) 34 million dollars. Completion Summer 2024.
  • Advocated for the Transfer of Ownership of IOI completed Spring 2024.
  • Advocating for a Drug Screen for IOI.
  • COVID, Vaccination Programs for SCC
  • Appointed to the EPA Local Government Advisory Committee 2018-2020
  • Appointed to the International Water Boundary Commission, IBWC Southwest advisory committee 2018-Current

Government

  • Co-Founded the Arizona Border Counties Coalition with Yuma, Pima and Cochise Counties, 2017.
  • Collaborated with Pima County Through Border Counties to Transport Migrants from Santa Cruz County to Shelters in Pima and Maricopa Counties
  • Worked with Casas Alisas to find a Day Shelter in Nogales for Migrants, it is still in use 
  • Represented Santa Cruz County at Binational Bridges and Borders Meetings
  • Represented Santa Cruz County at the Border Master Plan Meetings
  • Represented Santa Cruz County at the Arizona Mexico Plenary sessions

Infrastructure

  • Advocated for the Feasibility Study, DeConcini Port of Entry. Underway completion dec 2024
  • Advocated for the SR-189 / Mariposa Road Flyover and proposed the counties cost sharing to secure the project. Completed Spring 2023
  • Ruby Road Grade Separated Crossing of Railroad and Potrero Creek, Secured 16.5 million dollars in funding. Groundbreaking Spring 2025
    • Secured Three Million Dollars from State Legislature 2021/22 Budget for Ruby Road Grade Separated Bridge
    • Senator Kelly & Sinema Congressional Directed Spending 2024 Budget for Ruby Road Grade Separated Bridge
    • Federal Grant awarded, Divided Communities for the grade separated Bridge over the railroad and Potrero Creek at Ruby Road
    • Advocated with the Arizona Transportation Board to secure the AZ Smart Grant for Design of Ruby Road & Rio Rico Drive Interchange and East Frontage Road
  • Advocated for control of the Radio Tower on Red Mountain, this will improve first responder communications throughout the county
  • Building two new radio towers in Rio Rico and Tubac that will improve communication for first responders
  • Secured 3.9 million dollars from the State for new radios and repeaters system for the Sheriff's Department
  • All Weather Crossing of Sonoita Creek on Pendleton Drive. 2.3 million dollar grant and ARPA funded. Completed Spring 2023
  • Advocated for state funding 2.2 million dollars to support the Broadband Project in Patagonia. Under construction
  • Advocating with the Arizona Commerce Authority for broadband funding in Santa Cruz County
  • Advocated for Customs staffing at the Nogales Ports of Entry. Currently, the Nogales Ports of Entry have had their highest staffing levels in the past 10 years.
  • Secured 9 million dollars to rebuild SR83 from Lower Elgin Road to Los Encinos
  • Secured 8.6 million dollars for Ruby Road, Rio Rico Drive, and the East frontage road
  • Secured AZ Smart Grant from the Arizona Department of Transportation Board worth 3.5 million dollars to design the Ruby Road, Rio Rico Drive, and east frontage road
  • Advocated for the inclusion of the Ruby Road, Rio Rico Drive and East frontage roads in the Arizona Department of Transportation 5-year plan.
  • Secured $900,000 from the State for upgrades to the Santa Cruz County Jail
  • Chip Sealed 114 miles in Sonoita, Rio Rico & Tubac
